公交都市 打造暢行鄭州

    2016年9月19日(ri),鄭(zheng)州市(shi)一年一度的(de)“公(gong)交(jiao)出(chu)(chu)行(xing)宣傳周”活動(dong)(dong)再次啟(qi)程,動(dong)(dong)員市(shi)民用綠(lv)色(se)出(chu)(chu)行(xing)保衛藍天、順暢交(jiao)通,向創建“公(gong)交(jiao)都市(shi)”示(shi)范(fan)城市(shi)目(mu)標闊步前(qian)行(xing)。

暢達、綠色、高效(xiao)、舒適的“公(gong)(gong)交都市(shi)(shi)”是全(quan)球(qiu)各(ge)大城市(shi)(shi)的發展方向,也(ye)是現(xian)代都市(shi)(shi)實現(xian)可持續發展的必然(ran)選擇。2012年10月,我市(shi)(shi)成為全(quan)國首批15個創建(jian)國家“公(gong)(gong)交都市(shi)(shi)”示(shi)范城市(shi)(shi)之一。根據《鄭州市(shi)(shi)“公(gong)(gong)交都市(shi)(shi)”建(jian)設(she)示(shi)范工(gong)程實施方案》,我市(shi)(shi)力爭(zheng)到2017年建(jian)設(she)成為國內領先的“公(gong)(gong)交都市(shi)(shi)”示(shi)范城市(shi)(shi)。目前創建(jian)工(gong)作取(qu)得哪(na)些成效?未來(lai)還有哪(na)些愿景(jing)可以期待(dai)?

    2016年(nian)7月20日,全市(shi)(shi)新(xin)型城(cheng)鎮化建設暨(ji)城(cheng)市(shi)(shi)工作會(hui)(hui)議舉(ju)行,會(hui)(hui)議印發(fa)了《鄭州(zhou)市(shi)(shi)深入推(tui)進(jin)新(xin)型城(cheng)鎮化建設新(xin)三年(nian)行動(dong)計劃(hua)》,同時(shi)正式公布《暢通(tong)(tong)鄭州(zhou)白皮書(2016—2018)》,進(jin)一步強(qiang)(qiang)調要把公共(gong)交(jiao)(jiao)通(tong)(tong)發(fa)展放在城(cheng)市(shi)(shi)交(jiao)(jiao)通(tong)(tong)發(fa)展的(de)首要位(wei)置,提升公共(gong)交(jiao)(jiao)通(tong)(tong)服務水平,強(qiang)(qiang)化與各(ge)類交(jiao)(jiao)通(tong)(tong)方式的(de)銜接,完善公共(gong)交(jiao)(jiao)通(tong)(tong)體(ti)系(xi),在規劃(hua)、建設、運營、管理(li)等各(ge)環節充分體(ti)現“公交(jiao)(jiao)優先”,使公共(gong)交(jiao)(jiao)通(tong)(tong)成為城(cheng)市(shi)(shi)主(zhu)導交(jiao)(jiao)通(tong)(tong)方式。

     “綠(lv)色公(gong)交(jiao)” 全面進入綠(lv)城(cheng)生活

    根據(ju)國(guo)家統計局中(zhong)國(guo)經濟(ji)景氣監測中(zhong)心發布(bu)的《鄭(zheng)州(zhou)市公共(gong)交通對鄭(zheng)州(zhou)市經濟(ji)社會發展貢獻的評價研(yan)究報告(gao)》相關統計,公共(gong)汽(qi)車百公里人(ren)均能耗只(zhi)有小汽(qi)車的8.4%,如果運(yun)送相同(tong)數量(liang)的乘(cheng)客,公交(jiao)比(bi)小(xiao)汽車(che)節(jie)約能耗80%以上,這也是公交(jiao)人(ren)常念(nian)叨的“高峰期20輛公交(jiao)車(che)相當于為鄭州增加一(yi)條(tiao)行車(che)道”。

    鄭州市推廣新(xin)能源(yuan)公交車輛得(de)到(dao)市委、市政府的大力支(zhi)持(chi),相關配套設(she)施建設(she)進展順利。2016年全市(shi)(shi)將建(jian)成城市(shi)(shi)充(chong)換電(dian)(dian)(dian)(dian)(dian)(dian)站5座(zuo),充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)樁3000個。到(dao)2020年,基本建(jian)成“適(shi)度超(chao)前、車(che)樁相隨(sui)、智能高效(xiao)”的(de)充(chong)換電(dian)(dian)(dian)(dian)(dian)(dian)基礎設施體(ti)系,充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)樁與電(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽車(che)的(de)比例力爭達13,基本滿足10萬輛(liang)左右電(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽車(che)的(de)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)需求(qiu)。其(qi)中,公共(gong)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)樁與電(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽車(che)的(de)比例不低于(yu)18,城市(shi)(shi)核心(xin)區公共(gong)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)服務半徑小于(yu)1公里。

    “公交(jiao)都(dou)市”未來(lai)美景可期

    2017年(nian),鄭州市(shi)“公交都市(shi)”建(jian)設就要迎接國(guo)家驗收(shou),但是對照目(mu)標審視工(gong)作(zuo),目(mu)前我市(shi)“公交都市(shi)”創建(jian)工(gong)作(zuo)仍(reng)處于“啃硬骨頭”的(de)攻堅階段,部分(fen)考核指標距離完成仍(reng)有相當差距,相關(guan)工(gong)作(zuo)仍(reng)需(xu)要提速前進。

比(bi)如,根(gen)據交(jiao)通(tong)運輸部(bu)“公交(jiao)(jiao)都(dou)市(shi)”示范(fan)城市(shi)的驗收標(biao)準,到(dao)(dao)2017年(nian)底(di),鄭州(zhou)市(shi)公共汽電車進場(chang)率(lv)(lv)應(ying)達(da)到(dao)(dao)80%,公交(jiao)(jiao)專用道設置(zhi)率(lv)(lv)達(da)到(dao)(dao)30%。而(er)根據鄭州(zhou)市(shi)創建“公交(jiao)(jiao)都(dou)市(shi)”領導小組辦(ban)公室提供的相關數據,截至(zhi)目(mu)前,鄭州(zhou)市(shi)公交(jiao)(jiao)車進場(chang)率(lv)(lv)僅達(da)到(dao)(dao)60%,公交(jiao)(jiao)專用道設置(zhi)率(lv)(lv)不足(zu)10%。

    市創建“公(gong)(gong)交(jiao)都(dou)市(shi)”領導小組辦公(gong)(gong)室(shi)相(xiang)關工作人員告(gao)訴記者(zhe),公(gong)(gong)交(jiao)場站、公(gong)(gong)交(jiao)專用道是創建(jian)“公(gong)(gong)交(jiao)都(dou)市(shi)”工作中(zhong)至關重要的兩項(xiang)指(zhi)標,直接影響公(gong)(gong)共(gong)交(jiao)通正(zheng)點(dian)率、早晚(wan)高(gao)峰(feng)公(gong)(gong)共(gong)汽電車平均(jun)運營時速、早晚(wan)高(gao)峰(feng)公(gong)(gong)共(gong)交(jiao)通平均(jun)擁擠度(du)(du)等考核(he)指(zhi)標的完成進(jin)度(du)(du),決定著(zhu)鄭(zheng)州市(shi)創建(jian)“公(gong)(gong)交(jiao)都(dou)市(shi)”工作的成敗,相(xiang)關單(dan)位和部(bu)門必(bi)須高(gao)度(du)(du)重視(shi),加快推進(jin),確保我市(shi)真(zhen)正(zheng)創建(jian)成為國內一流(liu)的“公(gong)(gong)交(jiao)都(dou)市(shi)”示范城市(shi)!

    “公交都市”是(shi)城市發(fa)展的(de)必然選擇

    “公(gong)(gong)交(jiao)都(dou)市(shi)(shi)(shi)”是(shi)(shi)國(guo)際大都(dou)市(shi)(shi)(shi)發展到高級階段(duan),在交(jiao)通(tong)資(zi)(zi)源和環境資(zi)(zi)源緊約束的背景下,為應對(dui)小汽車高速增長和交(jiao)通(tong)擁(yong)堵(du)所采(cai)取的一項城(cheng)市(shi)(shi)(shi)戰略(lve)。東京(jing)、巴黎、倫敦(dun)、新(xin)加坡、首爾、斯德(de)哥(ge)爾摩、哥(ge)本哈根、中國(guo)香港是(shi)(shi)公(gong)(gong)認的世界八大公(gong)(gong)交(jiao)都(dou)市(shi)(shi)(shi),他們的交(jiao)通(tong)實踐證明,“公(gong)(gong)交(jiao)都(dou)市(shi)(shi)(shi)”是(shi)(shi)解(jie)決城(cheng)市(shi)(shi)(shi)快速擴容與(yu)緩解(jie)交(jiao)通(tong)擁(yong)堵(du)的一個有(you)效(xiao)戰略(lve)。
